Scholar expands the engineering recipes available at an Industrial Fabricator as the perk advances. It does not create a Fabricator or supply the inputs: the mission still needs a functioning station, and the operator must carry the components required by the live recipe list.
Treat Scholar as conditional production value. Check the map and mission route before reserving inventory for components, compare the current Industrial Fabricator recipes when you arrive, and keep a normal combat and extraction plan for floors where no useful station appears.
